Ramboll, TeraWulf turning coal-fired power plant site into near zero-carbon digital hub
Ramboll has been selected to partner with TeraWulf at their Lake Mariner, New York, USA campus to advance a brownfield-to-compute transformation. This partnership, steeped in commitment to sustainability, solidifies our position as an end‑to‑end delivery partner for high‑density, liquid‑cooled AI infrastructure.
Ramboll has secured a pivotal role in the redevelopment of the Lake Mariner campus in Western New York, partnering with TeraWulf to deliver comprehensive services for one of the nation’s largest AI and high-performance computing (HPC) data center projects. This initiative represents more than $65 million in NPR win for Ramboll and further establishes our reputation as a core delivery partner in this sector.

The latest addition at Lake Mariner, CB-5 (160 MW), brings the site’s total contracted capacity to over 360 MW. This growth is underpinned by Google’s $3.2 billion financial backstop and a 14% equity stake, while Fluidstack serves as the primary AI/HPC tenant under a multi-year colocation agreement.
Ramboll’s engagement spans the full project lifecycle, providing:
- Consulting, planning, and advisory services
- Design and engineering
- Environmental and Right-to-Build permitting
- Scheduling, estimating, and procurement services
- Project and Program management
- Safety support and oversight
- System commissioning
By repurposing existing transmission lines and industrial infrastructure at the former Somerset/Kintigh coal plant, new greenfield development is avoided. The site features dual 345 kV transmission lines, low-latency fiber. Powered mostly by zero-carbon energy from hydropower and nuclear sources, the campus integrates advanced cooling like direct-liquid-cooled GPU servers and closed-loop glycol systems, minimizing energy and water use.
Ramboll will ensure efficient, environmentally responsible deployment and operation of these technologies, and will manage compliance within strict community standards, including noise limits and water stewardship.

TeraWulf’s parallel expansion at the Cayuga site in Lansing, NY, adds an 80-year lease over approximately 183 acres, with up to 400 MW of capacity with approximately 138 MW of that targeted for service in the second half of 2026. This site also leverages substantial legacy infrastructure and a predominantly zero-carbon power mix. Ramboll will extend its end-to-end project delivery model to Cayuga as well.
This partnership exemplifies Ramboll’s ability to integrate sustainability with digital scale – repurposing legacy assets, reducing carbon intensity, and enabling AI/HPC growth for critical clients. The Lake Mariner and Cayuga projects are textbook examples of Ramboll’s strategy in Energy & Advanced Manufacturing and our ambition to be the preferred partner for world-class data center development.
