East coast digital programme
Ramboll played a key role in shaping the programme into a unified, benefit-led initiative structured using the Managing Successful Programmes (MSP®) methodology. In parallel, Ramboll led the development of Network Rail’s ETCS Long Term Deployment Plan (LTDP), setting a national vision and governance framework for digital signalling rollout across the UK rail network.
Strategic and technical expertise
As strategic advisors to the ECDP Programme Director and senior leadership team, Ramboll brought experience from other major ETCS deployment programmes to help the team define the operating model and governance structure, establish roles and responsibilities, and lead implementation of the quality system under the agreed governance framework.
On the technical front, Ramboll developed system architecture and migration planning, conducted capacity and layout modelling, and supported the procurement and benchmarking of train control and traffic management systems. The team also provided expertise in reviewing the route maintenance strategy and mapping operational responsibilities across duty holders.
Focus on long term benefits
Ramboll provided MSP® framework training and guidance to the leadership team, the programme was aligned to focus on long-term benefits. Ramboll is also guiding business change and operational readiness planning for 27 duty holders, including train and freight operating companies, ensuring consistent and aligned readiness across the industry. A benefit management strategy, with maps and profiles, was also developed to capture long-term value.
Ramboll assisted with the definition and validation of the programme baseline covering scope, cost, timeline, risks, and benefits. This formed the foundation for the final business case submitted to UK government stakeholders and enabled a robust change control process for ongoing delivery.
ETCS Long Term Deployment Plan
For the ETCS Long Term Deployment Plan (LTDP), Ramboll created the UK-wide strategy for digital signalling, including long-term objectives and portfolio outcomes. The resulting rollout plan provided alignment between projects and strategic goals. A governance framework, based on Management of Portfolios (MoP) methodology, ensured transparency and consistency for stakeholders nationwide.
Ramboll’s work has laid the foundation for the digital transformation of the UK rail network. Through strategic planning, technical leadership, governance, and operational readiness, Ramboll has helped future-proof critical transport infrastructure and created a repeatable model for digital delivery at scale. The LTDP further supports national ambitions by providing a clear, structured roadmap to system-wide digitalisation.
