Advancing Malaysia’s sustainability goals through innovative solutions to waste management

Ramboll has taken its global expertise in the development of waste-to-energy facilities to Malaysia, helping the country to meet its commitments towards sustainable energy development and zero emissions.

Ramboll was appointed in 2021 by Malakoff Corporation Berhad to support their advancement in innovative waste management solutions. As Technical Advisor, we supported the development of early-stage proposals, achieving a major milestone in April 2026 with the groundbreaking ceremony taking place.

Our client, Malakoff Corporation Berhad, secured a 34-year concession from the federal government to develop, own and operate a waste-to-energy (WtE) facility in Sungai Udang, Melaka under a public-private partnership (PPP) arrangement. The plant will use advanced incineration technology to handle municipal solid waste, significantly reducing landfill reliance.

Once operational in 2029, the facility will be capable of processing up to 1,056 tonnes of municipal solid waste per day and generating approximately 22 megawatts of gross renewable energy. This aligns with Malaysia’s national goal of achieving net-zero emissions by 2050.

Ramboll’s main scope of works includes the technical review and negotiation support for key project agreements, such as:

  • Concession Agreement
  • Engineering, Procurement, Construction and Commissioning (EPCC) Contract
  • Power Purchase Agreement (PPA)
  • Ash Offtake Agreement
  • Financing Agreement
