Ramboll supports Malakoff’s proposed Waste-to-Energy project in Melaka, Malaysia to secure long-term concession

Malakoff Corporation Berhad has secured a 34-year concession from the federal government to develop, own and operate a waste-to-energy (WtE) facility in Sungai Udang, Melaka under a public-private partnership (PPP) arrangement, reaching a major development milestone. Ramboll is proud to have served as Technical Advisor to Malakoff in developing the proposed facility since 2021.

The proposed WtE facility will be capable of processing up to 1,056 tonnes of municipal solid waste per day and generating approximately 22 megawatts of gross renewable energy. This aligns with Malaysia’s national goal of achieving net-zero emissions by 2050.

Ramboll’s main scope of works includes the technical review and negotiation support for key project agreements, such as:

  • Concession Agreement
  • Engineering, Procurement, Construction and Commissioning (EPCC) Contract
  • Power Purchase Agreement (PPA)
  • Ash Offtake Agreement
  • Financing Agreement
