Ramboll Delivers Major Engineering Upgrade to Philadelphia’s Historic Flat Rock Dam

Working with the Philadelphia Water Department, Ramboll provided a full suite of engineering services for the project, which included the design of a new intake structure, a waste weir to allow for controlled water releases, a sluiceway, and associated site improvements. The facility was officially opened last year, marking a key milestone in returning flow to the historically significant waterway, originally constructed in the 1820s to support transporting coal to industrial developments in Philadelphia.

“The Flat Rock Dam project was not just another water infrastructure project,” said James Quinn, Project Officer in Ramboll’s Dams & Water Resources team in the U.S. “We were working to rehabilitate and protect 200 years of history.”

In addition to restoring canal flow, the project brought Flat Rock Dam into compliance with modern dam safety regulations. Early monitoring indicates improvements in water quality, addressing long‑standing issues associated with stagnant conditions in the canal.

According to Quinn, much of the challenge stemmed from the dam’s age and location. Portions of the structure dated back to the early 1800s and did not meet current engineering standards for large flood events. Situated within the Schuylkill River floodplain, Flat Rock Dam experiences frequent flooding, making resilience a critical design requirement.

“The overall goal was to bring the dam into compliance with dam safety regulations and to reintroduce flow and improve water quality in the canal,” Quinn said. “With the new design, the dam will safely weather major storms, preserving the water control functionality that is essential for long-term environmental benefits and community safety.”

Flat Rock Dam is located in Philadelphia’s Manayunk neighborhood along the Schuylkill River. Originally built around 1818 as part of the 112‑mile Schuylkill Canal system, the dam was part of one of the most significant early engineering achievements in the region.
