    Building resilience in an increasingly complex food supply chain

    The Cyclospora outbreak across the US in July 2026 demonstrates the criticality of moving beyond compliance and strengthening risk management, supplier oversight, traceability, and response capabilities across the food supply chain.

    The July 2026 multistate outbreak of Cyclospora linked to iceberg lettuce highlights a persistent challenge in food safety: some hazards remain difficult to detect, difficult to contain, and heavily influenced by conditions beyond the control of any single organization. As of this writing, contaminated iceberg lettuce has been linked to thousands of illnesses, hundreds of hospitalizations, and two deaths, underscoring the importance of food safety programs that extend beyond individual facilities and address risks throughout the farm-to-fork supply chain.

    Cyclospora cayetanensis is a microscopic parasite transmitted through food or water contaminated with human fecal material. Unlike many foodborne pathogens, the parasite must mature in the environment for approximately one to two weeks after being shed before it becomes infectious. This characteristic makes direct person-to-person transmission unlikely and complicates efforts to identify contamination events.

    Even well-managed farms can experience contamination through irrigation water, sanitation failures, or other environmental pathways. Once a field becomes contaminated with Cyclospora or other microorganisms, contamination can be very difficult to detect and there is no reliable method to remove or inactivate the hazard before harvest. In regions where Cyclospora is more common in the human population and environment, contamination risks can become even more difficult to identify and control. The complexity of these risk factors highlights the fact that compliance alone cannot eliminate every food safety hazard.

    While much attention has been brought to Cyclospora during this outbreak, there is a broader lesson about food safety and resilience in general to consider. As food supply chains become increasingly global and interconnected, organizations need to act now to ensure their strategies and systems are resilient, agile, and future proof by proactively:

    • Building risk-based systems rather than checklist-driven programs
    • Managing food safety across the entire supply chain rather than within individual operations
    • Investing in traceability and rapid response capabilities before they are needed

    Food safety requires proactive risk management, not just regulatory compliance

    Programs such as Good Agricultural Practices (GAPs), Good Manufacturing Practices (GMPs), the USFDA Produce Safety Rule, and various supplier verification requirements provide an essential foundation for food safety. However, they are most effective when treated as one piece of a broader risk-management system, not the whole solution.

    Audits and inspections evaluate conditions at a specific point in time. Food safety risks, however, change continuously. Agricultural water quality can fluctuate, weather events can affect environmental conditions, and sanitation challenges can emerge unexpectedly. Organizations that focus solely on passing audits or simply meeting regulatory requirements will miss emerging risks that fall outside routine inspection activities.

    A more resilient approach relies on continuous risk assessment. At the farm level, this includes evaluating agricultural water sources, watershed influences, neighboring farms and land uses, animal activity, indicators of fecal contamination, worker hygiene practices, harvesting practices, harvesting equipment use, and other conditions that could increase contamination risk.

    Public infrastructure also plays a critical role. States and local governments in major produce-growing regions can reduce risk by investing in wastewater systems, watershed protection, irrigation canal monitoring, and rapid notification processes following sewage contamination events. Growers that share irrigation systems also share food safety risks, creating opportunities for collaborative monitoring and response programs.

    Every stage of the supply chain plays a role in preventing contamination

    The Cyclospora outbreak demonstrates that food safety cannot be managed in isolation. Risks evolve as products move from farms to packing operations, distribution networks, retail environments, and finally consumers.

    At the packing-house level, effective food safety programs combine GMPs, hygienic facility design, sanitation verification, environmental monitoring, and process-specific risk assessments. USFDA's recent fresh-cut produce guidance reinforces that food safety at this stage depends on prevention rather than treatment. Because fresh-cut produce typically does not undergo a kill step, resilient organizations prioritize controls that prevent contamination from entering the process and limit cross-contamination throughout production and handling operations.

    Global food supply chains add another layer of complexity to food safety management. Produce may move through multiple organizations, geographic regions, and regulatory systems before reaching consumers, making visibility into food safety risks increasingly important. The Foreign Supplier Verification Program places responsibility on US importers to verify that foreign suppliers produce food in accordance with applicable US food safety requirements. As a result, importers must understand and actively manage risks that may originate far upstream in the supply chain.

    Organizations that build strong supplier partnerships are often better positioned to manage risk. Rather than treating supplier verification as an annual documentation exercise, leading companies maintain ongoing communication with growers and suppliers, evaluate changing risk conditions throughout the season, and proactively verify critical controls such as agricultural water management and sanitation practices.

    The most resilient organizations recognize that food safety performance depends on the collective strength of the entire supply chain. Weaknesses at any point can affect every organization downstream.

    Rapid traceability and response capabilities minimize the impact of outbreaks

    Even the strongest prevention programs cannot eliminate every risk. When contamination occurs, the speed of response often determines the size and severity of an outbreak.

    USFDA's Food Traceability Rule was developed to improve the industry's ability to rapidly trace foods through the supply chain and remove potentially contaminated products from the market. The rule establishes additional recordkeeping requirements for certain high-risk foods, including leafy greens, to support faster traceback investigations and more efficient recalls.

    Implementation has proven challenging across parts of the industry, particularly for organizations that rely on extensive networks of supply-chain partners. In 2025, USFDA proposed extending the compliance timeline to allow additional time for coordination, technology adoption, and data-sharing improvements across the food system.

    Regardless of regulatory deadlines, organizations benefit from investing in traceability today. Digital traceability systems, supply-chain mapping, mock recalls, crisis response plans, and clearly defined decision-making processes improve preparedness and help reduce delays when contamination events occur.

    Rapid response protects consumers, supports regulatory investigations, and helps organizations minimize operational disruption and reputational damage.

    Building resilient food safety systems for the future

    As public health resources become increasingly constrained and supply chains continue to expand globally, more responsibility is shifting to growers, packers, importers, distributors, and retailers to proactively identify and manage food safety risks. Organizations that rely solely on compliance may find themselves vulnerable to emerging environmental, operational, and supply-chain challenges.

    The path forward is clear. Build risk-based systems rather than checklist-driven programs. Manage food safety across the entire supply chain rather than within individual operations. Invest in traceability and rapid response capabilities before they are needed.

    Cyclospora may be uniquely difficult to detect and control, but the lessons from this outbreak will extend far beyond a single parasite. Resilient food safety depends on continuous vigilance, strong partnerships, and a shared commitment to protecting consumers at every stage of the journey from farm to fork.
