Restoring communities, accelerating recovery in Louisiana
Natural disasters can leave lasting impacts on communities long after the immediate crisis has passed. For homeowners recovering from hurricanes, floods, and other federally declared disasters, access to recovery funding is often dependent on meeting a complex set of environmental requirements designed to protect people, property, and natural resources. Through our long-standing relationship with the Louisiana Office of Community Development (OCD), Ramboll has helped make that process more efficient, enabling thousands of residents to move more quickly from recovery planning to rebuilding.
Restore Louisiana Homeowner Assistance Program is a disaster recovery program dedicated to helping severely impacted homeowners recover sustainably after federally declared disasters. Managed by Louisiana OCD, the program utilizes funding provided through the US Department of Housing and Urban Development (HUD), which requires compliance with the National Environmental Policy Act (NEPA) and other federal environmental regulations. Ramboll supports this program with the environmental compliance reviews and documentation needed to advance grant eligibility and recovery efforts.
Since becoming involved in the current and past programs, Ramboll has conducted site visits, environmental assessments, and environmental review documentation for more than 46,000 properties across Louisiana. These reviews evaluate considerations such as floodplain management, historic preservation, noise, and potential environmental hazards to ensure federal requirements are met while supporting responsible redevelopment.
A key factor in the project's success has been Ramboll's ability to transform traditionally paper-based processes into a highly efficient, technology-enabled workflow. Integrated GIS applications and online databases further accelerate review activities and improved consistency across deliverables.
These innovations enable Ramboll to significantly increase productivity and responsiveness during periods of demand necessary to support widespread disaster recovery efforts. The project included Ramboll professionals from multiple offices and disciplines, demonstrating the power of collaboration, innovation, and coordinated delivery.
Beyond our role as an environmental contractor, our experts have supported Restore Louisiana and Louisiana OCD as a trusted advisor, providing input on policy and gathering data for the action plans that guide redevelopment efforts.
