From disaster recovery to community resilience: Helping New Orleans build forward smarter

    As severe weather events become more frequent and more destructive, communities across the US are facing a new reality: disaster recovery can no longer be measured solely by how quickly infrastructure is rebuilt. Hurricanes, floods, wildfires, and other climate-related hazards are exposing vulnerabilities in housing, public services, and critical infrastructure, underscoring the need for recovery strategies that reduce future risk while restoring communities. Nowhere is this more critical than in the US Gulf Coast region.

    Louisiana, and New Orleans in particular, have repeatedly had the strength of neighborhoods, infrastructure, and public systems tested by severe weather. Recovery has also meant planning for a future shaped by more intense storms and chronic flood risk.

    The start of a long-standing partnership

    Since 2007, Ramboll has served as an environmental consultant for the State of Louisiana for recovery projects funded by the US Department of Housing and Urban Development (HUD), helping federal, state, and local stakeholders navigate one of the most complex disaster recovery efforts in US history. In this role, Ramboll supported environmental reviews required under the National Environmental Policy Act (NEPA), evaluating the impacts of rebuilding communities throughout southern Louisiana. However, the unprecedented scale of the recovery effort demanded more than regulatory compliance. Our experts worked with HUD, state agencies, local governments, developers, planners, and community members to identify solutions that would support recovery while strengthening the long-term resilience of affected communities.

    The scope of the work was extensive. Ramboll conducted environmental reviews for more than 12,000 homes and rental properties undergoing demolition, rehabilitation, or reconstruction. These reviews addressed a wide range of considerations, including floodplain risk, historic preservation, wetlands, noise, contamination concerns, asbestos, lead-based paint, and infrastructure capacity. Ramboll also evaluated how rebuilding efforts would affect schools, transportation systems, emergency services, air quality, water resources, and other essential community assets. Through ongoing coordination with residents, government agencies, engineering teams, and local leaders, Ramboll helped ensure that recovery decisions reflected both technical requirements and community priorities.

    Analyzing the floodplain

    One of the most significant components of this work involved supporting the City of New Orleans through detailed floodplain analyses following Hurricane Katrina in 2005. Recognizing the need to reduce future flood risks while enabling residents to return home, we conducted comprehensive environmental assessments of damaged properties, structures, and infrastructure. The team evaluated alternatives to rebuilding in flood-prone areas and developed mitigation strategies designed to enhance long-term protection. Public engagement was a critical element throughout the process, ensuring that residents had opportunities to understand and shape recovery decisions.

    As part of the alternatives analysis, our experts examined available land outside the 100-year floodplain, estimated relocation and infrastructure costs, assessed impacts to wetlands and sensitive habitats, and considered employment, social service, and community implications. The analysis demonstrated that relocating the entire affected population outside flood-prone areas was neither feasible nor environmentally preferable. Instead, implementing targeted flood mitigation measures within existing communities offered a more effective and sustainable path forward.

    The quality and rigor of this work earned recognition from HUD. Ramboll’s floodplain analysis approach was praised as a national model and became a benchmark for floodplain evaluations conducted under NEPA as communities seek access to federal disaster recovery funding. Ramboll has since built upon that approach and uses lessons learned from past evaluations to address current and future proposed actions in these communities and beyond.

    Beyond housing recovery

    Ramboll also reviewed hundreds of recovery-related infrastructure projects, including roads, bridges, drainage systems, schools, water treatment facilities, emergency response centers, libraries, and hurricane protection systems. Across these projects, the focus remained consistent: helping communities rebuild in ways that protected environmental resources, supported social equity, reduced future risk, and preserved the unique character of southern Louisiana.

    Modeling resilient recovery

    Today, the lessons learned through this work remain highly relevant. Recovery is no longer just about restoring what was lost, but rather about preparing for what comes next. By combining technical expertise, stakeholder engagement, environmental stewardship, and resilience planning, Ramboll helped Louisiana and New Orleans transform devastating disasters into opportunities to build forward smarter. The result is a legacy that extends far beyond compliance: stronger communities, more informed decision-making, and a proven model for resilient recovery that continues to influence disaster recovery programs across the country.
