Jessica Donovan has over 25 years of experience performing subsurface contamination assessments at complex industrial facilities that require a multidisciplinary approach to cleanup. Her particular area of expertise is in the subsurface characterization of geologic and groundwater conditions that affect contaminant distribution, migration, remediation and site redevelopment. Her site characterization work is designed to provide the basis for risk assessment evaluations, corrective action and closure under CERCLA and state regulations. She has conducted focused remedial investigations at a variety of facilities, including those used for electronics manufacturing, munitions manufacturing, petrochemicals, mining and hazardous waste disposal. Additionally, she has directed groundwater investigations at several sites where offsite municipal production wells have been impacted by chemicals such as perchlorate and MTBE. Jessica has extensive experience presenting and interpreting technical findings to both agency staff and non-technical audiences, and she has provided third-party review and litigation support for cost allocation and cost recovery cases. She is a licensed professional geologist in California.
