Bill Kraft has over 28 years of experience in the investigation and remediation of chemical constituents in soil and groundwater, and particular expertise in New Jersey regulatory programs. He is a New Jersey Licensed Site Remediation Professional, and has developed and directed the implementation of numerous soil, groundwater, sediment and surface water sampling programs for remedial investigations at industrial facilities being evaluated under the former ECRA and current ISRA programs. He has directed similar investigations and remedial actions under various regulatory programs in New York and Pennsylvania, where he is a professional geologist. He has also provided litigation support, expert testimony and technical assistance to counsel on a variety of private-party cost recovery and insurance coverage matters related to the liability for and timing of contamination and costs for the required response actions; this included a case of first impression related to the treble damages provision of New Jersey’s Spill Act. Additionally, Bill has managed domestic and multi-national environmental due diligence assignments of single-site transactions and multiple site portfolios involving a range of commercial, light manufacturing and heavy industrial activities, and quantified potential future costs for the identified environmental liabilities.
