Courtney Taylor is a Senior Managing Consultant with Ramboll’s Fort Collins office. Her comprehensive skillset includes air quality policy and program development, atmospheric modeling, emissions inventory development and review, ambient air monitoring, environmental justice, and stakeholder engagement. Her diverse project experience spans the US with a focus on Colorado and the Intermountain West. Courtney's technical project experience includes ozone monitoring and modeling studies, regulatory review and comments, technical analysis for State Implementation Plans (SIPs), General Conformity, National Environmental Policy Act (NEPA) analyses, Resource Management Plans (RMPs), state and local government monitoring and program support, emissions inventory development, emissions inventory management systems design, and modeling for minor source permits and Prevention of Significant Deterioration (PSD) permits. Courtney is an expert modeler for steady-state dispersion models (AERMOD), Lagrangian models (CALPUFF), and emissions inventory development for photochemical grid modeling (CAMx, CMAQ, and SMOKE). In addition, she provides services related to environmental justice tool evaluation (EJScreen, AirToxScreen, and select state tools), modification and application; stakeholder engagement; and public meeting preparation. Courtney has contributed to expert reports, testified at regulatory hearings, and affected regulatory change at the state and national level via comments on proposed rules. She translates complex technical information into key information for decision-makers and approachable concepts for public communication. Courtney holds an MS in atmospheric science.
