With more than 20 years of consultancy experience in waste-to-energy projects worldwide, Tore is one of the leading authorities on waste treatment technologies and flue gas treatment in Denmark and has a highly specialised knowledge of all aspects of the processes related to treatment of waste. Tore Hulgaard Ph.D, Chemical Engineering M.Sc. Chemical Engineering Senior Chief Consultant Division: Energy, Waste-to-Energy What is your special expertise? Since my Ph.D. in N2O in combustion processes I have specialised in environmental protection technologies at waste-to-energy facilities. I have participated as a flue gas treatment specialist on numerous waste-to-energy projects primarily in Europe, but also in Asia and North America. During the commissioning of a waste-to-energy facility in Taiwan, I spent 3 months in Kaohsiung. My job has also taken me many other exciting places, e.g. Greenland, the Isle of Man, Bermuda and St. Petersburg. What makes you tick? I have a very strong focus on solutions that serve the purposes of our clients as well as society. Waste management splits people into two schools of thought: The idealists who see a goal far out on the horizon and the pragmatists who see development make its way in small steps while focus is maintained on feasibility and maximum benefit for the environment for the money. I belong to the latter group. It is often a matter of finding the best options when faced with a series of dilemmas, for instance in the form of a client’s contradictory ideas of resource recovery, environmental performance and energy output of a new waste-to-energy system. The winds of change in the Danish taxation of waste-to-energy facilities have resulted in legislation which would heavily tax the most efficient waste-to-energy facilities by taxing heat production instead of the energy contents of the waste and thereby punishing the facilities with the best performance. This change would undermine one of the basic principles in my work, namely to get the most out of our resources. I took this personally. Therefore Ramboll assisted The Danish Ministry of Taxation in making amendments which are more in line with an efficient use of the energy resources in waste. I guess you can say that waste-to-energy is becoming second nature to me the older I get. More about working within energy and more portraits of Energy employees
