Chief Project Manager – Waste to Energy
ROLE PURPOSE
The Chief Project Manager will lead delivery of Waste-to-Energy and related waste infrastructure projects in Singapore and the wider region. This is a “technical project manager” role: we expect our project managers to be strongly technically minded, to understand the engineering and commercial drivers, and to actively engage in the technical work - not just coordinate.
The role combines
(1) project management accountability (scope, schedule, budget, risk, quality), with
(2) engineering design leadership, including coordinating and directing a large multi-disciplinary engineering team and reviewing/challenging technical deliverables to ensure they are fit-for-purpose and compliant with project requirements.
On projects where there is no separate Design Manager, the Senior Project Manager is expected to assume design management responsibilities (design coordination, interfaces, integrated design schedule, cross-discipline alignment, and design reviews).
KEY RESPONSIBILITIES
A) Project Management / Delivery Leadership
- Lead end-to-end delivery of assigned projects, including scope, schedule, budget, risk, quality, reporting and governance.
- Establish and maintain the project schedule (time and cost) and actively follow-up on progress, forecasts and key delivery risks.
- Mobilise and manage the Ramboll project team and sub-consultants (where applicable), including clear role definition, coordination, and performance management.
- Maintain an updated scope of work and ensure changes are controlled, communicated and implemented across the team.
- Manage project communications and stakeholder interfaces; prepare and lead project meetings and ensure actions are closed out.
- Prepare progress reports and provide clear, decision-ready recommendations to clients and internal leadership.
- Ensure project delivery is compliant with Ramboll quality management requirements, HSEQ expectations and professional standards.
B) Engineering Design Leadership
- Coordinate and lead a large multi-disciplinary engineering team to deliver design outputs to required quality and timelines.
- Hold full knowledge of contracted design scope and deliverables per phase and discipline; break scope into work/design packages with clear deliverables and accountabilities.
- Identify and manage design interfaces across disciplines and packages; close information gaps early to avoid rework and delays.
- Develop and drive an integrated design schedule aligned to interfaces, dependencies and agreed review/approval cycles.
- Plan and lead interdisciplinary design meetings and design reviews; ensure timely decisions and resolution of technical issues.
- Review and challenge engineering designs and contractor submissions (as applicable), ensuring compliance with requirements and clear technical justification for decisions.
- Manage design changes/variations, ensuring agreed changes are communicated across disciplines and reflected in deliverables, schedules and cost forecasts.
- Lead technical discussions with the client and project stakeholders to ensure the solution meets objectives, requirements and specifications.
C) Technical Advisory / Owner’s Engineer / Procurement Support (as required by project stage)
- Support development of key project technical deliverables such as design basis and employer requirements/tender specifications (as applicable).
- Support technical aspects of EPC procurement and contracting, including tender clarifications and technical evaluations.
- Manage the design review process during project implementation, including review of design document packages and formal responses/acceptance workflows.
- Undertake site visits, inspections, and provide oversight of construction and commissioning activities where required by the project scope.
CLIENT & STAKEHOLDER MANAGEMENT
- Build and maintain strong client relationships and act as a trusted day-to-day point of contact on assigned projects.
- Coordinate effectively with internal discipline leads, global specialists, vendors, contractors and partners to drive delivery outcomes.
- Escalate key issues early and provide clear options and recommendations to support timely decisions.
ABOUT YOU (MINIMUM REQUIREMENTS)
- Degree in Process, Chemical or Mechanical Engineering
- Proven experience as a project manager delivering engineering/design projects with accountability for scope, schedule, budget, risk and quality.
- Demonstrated ability to lead and coordinate a large multi-disciplinary engineering team to deliver complex design outputs and meet deadlines.
- Strong technical competence: able to understand, review and challenge engineering deliverables and explain technical issues and risks clearly to clients and stakeholders.
- Demonstrated experience with design management practices (interfaces, integrated design scheduling, design reviews, design change control).
- Strong stakeholder and client communication skills, including leading technical discussions and driving issue resolution.
- Able to work in Singapore
DESIRABLE
- Experience in Waste-to-Energy / thermal treatment / integrated waste management projects, particularly large complex facilities.
- Experience in Owner’s Engineer / Lender’s Technical Advisor / EPC interface roles.
- Project management certification (e.g., PMP / PRINCE2) or equivalent structured project delivery training.
- Experience working in Singapore / Southeast Asia project environments.
EMPLOYMENT PLACE
The primary employment place will be either at the Ramboll Singapore office, at a Project office or on a client site. Flexible working arrangements, including working from home, are available by mutual agreement; however the expectation is that this position will have a high degree of team and client interfacing that should be done in person where feasible.
