Council seeks coastal adaptation solutions, incorporating hard and soft engineering, for Burrabogie Island, Paynesville, which is located in the Gippsland Lakes. Burrabogie Island contains areas of residential development, industrial land use, open space and important boating facilities.

Periodic flooding of Burrabogie Island is common. Drivers of flooding are associated with precipitation in the catchment as opposed to sea water inundations. Peak heights for various flood frequencies have been recommended and the Paynesville Maritime Precinct Master Plan provides some discussion of possible adaptation measures stating that these would inevitably create water access restrictions and have significant cost implications.

The township of Paynesville and much of Burrabogie Island is of relatively low elevation and is vulnerable to inundation. The recent Ninety Mile Beach and Gippsland Lakes Local Coastal Hazard Assessment (Water Technology, 2014) undertook a comprehensive analysis of the processes contributing to flood levels and how they change under increased mean sea level across the Gippsland Lakes.

Key project outcomes related to this are:

  1. A broader understanding of the steps required to improve resilience to impacts of
    flooding and inundation for Paynesville
  2. Clarity around adaptation requirements to enable appropriate development and assist streamlined and consistent planning processes that take account of climate impacts
  3. Improved capacity to implement coastal climate adaptation in other locations.
